NADRA to start revalidation process of arms licences
ISLAMABAD - National Database and Registration Authority (NADRA) Deputy Chairman Tariq Malik said on Friday that NADRA would start processing arms licences for ensuring transparency and maintaining a proper database, however approval of each arms licence application would be the Interior Ministry’s discretion.
NADRA would only process those applications which have been approved by the ministry, as it has the infrastructure of centers and trained manpower to develop and manage the arms licence management system. NADRA has designated 158 centers across the country where a separate counter in each designated centre has been established to receive applications regarding renewal of arms licences.
The government has extended the deadline for renewal of arms licences from August 31 to September 30, 2011. However, this project does not cater automation of manual arms licenses issued by provincial governments. The exercise of revalidation and issuance of arms license would help the government check illegal weapons in the country and update a record of legal arms which would prove helpful for law enforcement agencies.
Under the new licencing process, presenting the original Computerised National Identity Card (CNICs), original licence and application form are prerequisites. NADRA would verify the CNICs from its database to check the genuineness of an applicant and his credentials would also be checked by various law enforcement agencies.
A card renewal fee of Rs 1100 for prohibited bore (PB) license and Rs 600 for non prohibited bore (NPB) license would be charged. The original booklet would be retained by NADRA and forwarded to the Interior Ministry for post verification.
He said 13 NADRA Registration Centers (NRC) in Multan, 30 NRCs in Quetta, 14 NRCs in Lahore, 10 NRCs in Sargodha, 32 NRCs in Peshawar, 24 NRCs in Islamabad, 11 NRCs in Hyderabad, 10 NRCs in Sukkur, 13 NRCs in Karachi region and one center at G-10 Islamabad for arms licence project would facilitate applicants.

How to get a Hand Gun License in Islamabad
2) If approval is given, you will be issued with a demand note by the ministry (or just ask someone you know to get you a demand note which is the way most people do it). After the issuance of demand note, you have only 6 months to complete the rest of the stages.
3) Deposit Rs. 5000 challan with NPB.
4) Buy a gun from a licenced gun dealer. Get him to put the weapon number on your demand note with his stamp.
5) Go to the concerned DCO with the demand note to get his endorsement and stamp. For Islamabad, this is the DC Islamabad and here you also have to register the weapon with the arms branch in the Katcheri before the DC will sign.
6) Fill out the licence application form. Attach 2 photographs, copy of ID card, original challan form and original demand note. Submit the application at the ministry of interior's arms branch.
7) Now wait for 4-8 months for them to issue you with a card as there is a massive backlog.
Btw, please note that the Ministry is NOT issuing new demand notes ever since the Government was dissolved. So you have to wait till after elections and the policy of the new Government. If you are in a hurry, find some high-level contacts.
As far as the police is concerned, there is no issue provided you follow the laws.
